At the time of filing the preliminary plat, the subdivider shall deposit with the planning commission a nonrefundable fee made payable to the city. The city council shall by resolution from time to time prescribe the amount of such fee, which shall be for the purpose of reimbursing the city for the expense incidental in connection with the checking and review of such preliminary subdivision plats.
