Uses of land which are not expressly permitted within a zone are expressly prohibited therein; except, that properties and land owned by the state shall be subject only to the provisions of Utah Code Annotated section 10-9-106, and except that the provisions of this title shall not apply to properties owned by the United States government. Any person, firm or corporation who may obtain state or federal properties by purchase, lease or other arrangement shall utilize such properties in accordance with the provisions of this title.
