This title is hereby declared to be encoded for the purpose of promoting the health, safety, convenience, morale and general welfare of the inhabitants of the city, and to:
1. Encourage and facilitate the orderly growth and development of the city;
2. Promote sanitation and the health of the habitants;
3. Promote safety from fires and floods;
4. Lessen congestion in the streets, to provide adequate light and air, and to prevent the overcrowding of land;
5. Protect the tax base and secure economy in governmental expenditures;
6. Foster the city's commercial and industrial growth; and
