A preliminary plat shall be prepared in conformance with the standards, rules and regulations contained herein, and eight (8) blue and white prints thereof shall be submitted to the planning commission for approval or disapproval. Prints shall be delivered by the planning commission to each of the following for their information and recommendations:
1. City recorder.
2. City engineer.
3. Zoning administrator.
4. City council.
5. County assessor.
