City Administration provides leadership and coordination across City departments while helping ensure that public services are delivered efficiently and in accordance with applicable requirements.

Administrative Services
Key responsibilities
Administrative staff serve distinct roles while working together to support residents, City leadership, employees, and responsible stewardship of public resources.
City Recorder
Serves as Duchesne City’s official record keeper. Responsibilities include preparing and maintaining City Council agendas and minutes, managing GRAMA public records requests, recording Council actions, maintaining ordinances, resolutions, contracts, and legal documents, processing accounts payable and vendor payments, and retaining records in accordance with Utah law.
City Treasurer
Oversees revenue collection and financial management. Responsibilities include accounts receivable and utility billing, receiving payments for City services, reconciling deposits, maintaining financial records, monitoring cash flow, preparing financial reports, assisting with budget planning, and supporting state financial reporting compliance.
Human Resources Director
Supports City employees and promotes a professional workplace. Services include recruitment, hiring and onboarding, benefits administration, payroll and personnel records, employee policies, performance evaluations, training, workers’ compensation, workplace safety, employment-law compliance, and employee relations.
