All toilet or sewer facilities shall be constructed and maintained in accordance with state law and city ordinances. All such facilities that do not comply with such provisions are hereby declared to be a nuisance and are subject to abatement as herein prescribed. (1978 Code § 10-315; amd. 2004 Code)
